Getting Ready for Implementation of the
Canada-United States-Mexico Trade Agreement
On April 2, 2020, Canada notified the United States and Mexico of the completion of its domestic ratification process with respect to the Canada-United States-Mexico Agreement (CUSMA). With this action, Canada became the first country to provide its notification under the trade agreement. Mexico followed shortly thereafter.
Determination of the Agreement’s entry-into-force is now squarely in the hands of the United States. Under the terms of the agreement, CUSMA can take effect on the first day of the third month following the last country’s ratification. While several formal procedures remain to be taken within the United States, and may be affected by external factors including the COVID-19 crisis, it is understood that the US is aiming for swift implementation and anticipated that the agreement will come into force this summer.
In the meantime, dairy industry officials and stakeholders at all levels – federal, regional pool, provincial and company alike – are working diligently to ensure that the necessary policy and technical requirements are in place to comply with the agreement in time for its entry-into-force date.
